License Issuance for Tourism Accommodation Facilities

Service Journey Overview

1. License Application Submission: 

To initiate the process of obtaining a tourism accommodation facility license, applicants are required to visit the Tourism Activities Licensing Portal (TLG) and ensure compliance with the following conditions and requirements:

 Complete the tourism accommodation license application form with the necessary information.

 Present a valid commercial register that reflects the operation of a tourism accommodation facility, including the ISIC code.

 Provide a valid license from the Ministry of Municipal, Rural Affairs, and Housing (MoMRAH) or the relevant authority, as applicable (e.g., RCJY).

 Obtain a valid permit from the General Directorate of Civil Defense or an equivalent authority.

 Secure approval from the Ministry of Environment, Water, and Agriculture (MEWA) for agricultural land plots.

 Acquire approval from the National Center for Vegetation Development for land plots under its jurisdiction.

 Submit documentation proving the right to use the brand, issued by the Saudi Authority for Intellectual Property (SAIP), if applicable.

 Establish a connection to the Shomoos platform. Ensure direct integration between guest registration software and the NTMP platform (NTMP.GOV.SA).

 Attach a documented contract or agreement if a Ministrylicensed company is appointed to manage the tourism accommodation facility.

 Affirm the accuracy of the information provided in the application submitted through the TLG portal.

Applicants may submit their applications without fulfilling requirements 3 and 4, as the Ministry will electronically forward the applications to the competent authorities (MoMRAH, General Directorate of Civil Defense) and notify applicants accordingly.


2.    Requirement Fulfillment Verification:

The Ministry will verify compliance with the requirements through the following procedures:

 Confirm that the validity period of licenses issued by relevant authorities (license from MoMRAH/Civil Defense permit/MEWA, if applicable) is no less than 30 days.

 Schedule a site visit to the tourism accommodation facility within three working days of approving the application to ensure compliance with licensing requirements.  If any observations are made during the site visit, the following steps will be implemented:


-  Communicate the observations to the license applicant, who will have 20 working days from the notification date to address them.

- Upon addressing the observations, the license applicant must notify the Ministry via the TLG portal and request a second visit before the 20-day period expires.

- The Ministry will schedule a date for the second visit within three working days.

-  If the license applicant fails to rectify the observations after either the first or second visit, the application will be canceled, necessitating a new license application. A fee will be charged for each subsequent visit to the tourism accommodation facility for which a license is required.


3.    Fee Payment:

Applicants will be notified of the financial fees through the TLG portal and are required to make payment within 30 days of receiving the notification. Failure to pay within this timeframe will result in the cancellation of the license application, with the applicant being notified accordingly. The fee for issuing a license is determined based on the type of tourism accommodation facility and the requested period.

License Issuance:

Upon receipt of payment, the Ministry will issue the license, which will be valid for a period of three renewable years. Licensees can print the license through the TLG portal, noting that there is no service for issuing a replacement license.

The following conditions must be adhered to regarding the display and use of the license:

-  The license must be prominently displayed in public areas of the tourism accommodation facility, such as the reception area or entrance.

-  A communication channel with the manager in charge must be provided, along with the Ministry’s contact information displayed in the reception area.

- The license document is issued solely to the licensed operator, who is prohibited from allowing another operator to use the license without prior approval from the Ministry (license ownership transfer procedure).

- When promoting the tourism accommodation facility, whether through signage, publications, or online reservation systems, the licensee is required to utilize the trade name as listed in the license.
