Mystery Guest participation is a classification requirement for relevant hotel categories, including four-star and higher hotels under requirement 349. The applicable classification route and current criteria should be confirmed for each property rather than assumed.

The requirement should be treated as an operating-quality obligation, not a last-minute document exercise.

How hotels should prepare

Preparation begins with a complete guest-journey review, staff awareness, service standards, response times, room-readiness controls and complaint-recovery procedures. Internal checks should not replace an independent visit.

The final report should distinguish compliance risk, guest-experience weakness and operational root cause.

The owner’s decision

Commission the programme early enough to close material gaps before classification, renewal or a high-demand period. Repeat visits are useful when management needs proof that corrective action has become consistent practice.
